{"id":18047,"date":"2011-10-27T19:44:19","date_gmt":"2011-10-27T19:44:19","guid":{"rendered":"https:\/\/crees.org.do\/regulaciones-y-trabas-burocraticas-excesivas-en-rd\/"},"modified":"2021-08-10T21:58:28","modified_gmt":"2021-08-10T21:58:28","slug":"regulaciones-y-trabas-burocraticas-excesivas-en-rd","status":"publish","type":"post","link":"https:\/\/crees.org.do\/?p=18047","title":{"rendered":"Regulaciones y trabas burocr\u00e1ticas excesivas en RD"},"content":{"rendered":"<p style=\"text-align: justify; \"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Autor: Fadua Camacho<\/span><\/span><\/p>\n<p style=\"text-align: justify; \">&nbsp;<\/p>\n<p style=\"text-align: justify; \"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">El exceso de regulaciones y trabas burocr\u00e1ticas con que se manejan los asuntos p\u00fablicos siguen haciendo m\u00e1s dif\u00edcil la apertura de nuevos negocios y el manejo de las empresas en la Rep\u00fablica Dominicana. &nbsp;Esto significa que las regulaciones siguen imponiendo un alto costo a la econom\u00eda. &nbsp;El informe <em>Doing Business<\/em> <em>2012 <\/em>elaborado por la Corporaci\u00f3n Financiera Internacional (IFC) del Banco Mundial utiliza las regulaciones, tiempo y costo de obtener un permiso de construcci\u00f3n para tratar de cuantificar las regulaciones y trabas burocr\u00e1ticas de distintos pa\u00edses.&nbsp; En este sentido, las regulaciones y trabas burocr\u00e1ticas en la Rep\u00fablica Dominicana es excesiva en comparaci\u00f3n con otros pa\u00edses, seg\u00fan el informe. El pa\u00eds se coloca en el puesto 105 de 183 en el indicador sobre la obtenci\u00f3n de permisos de construcci\u00f3n, siendo el segundo indicador de mayor retroceso desde el informe anterior.<\/span><\/span><\/p>\n<p style=\"text-align: justify; \"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">En relaci\u00f3n a los permisos de construcci\u00f3n, el pa\u00eds se coloca en una posici\u00f3n de gran desventaja con relaci\u00f3n al promedio de la regi\u00f3n de Am\u00e9rica Latina y el Caribe (40), inferior a pa\u00edses como Guyana (28), Jamaica (49) y Trinidad y Tobago (93). Las fuentes de la baja calificaci\u00f3n son la cantidad de procesos que se requieren, el tiempo en d\u00edas que consume y el costo como porcentaje de los ingresos per c\u00e1pita que supone cumplir con los permisos de construcci\u00f3n.<\/span><\/span><\/p>\n<p style=\"text-align: center; \"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">[[{&#8220;type&#8221;:&#8221;media&#8221;,&#8221;view_mode&#8221;:&#8221;media_large&#8221;,&#8221;fid&#8221;:&#8221;256&#8243;,&#8221;attributes&#8221;:{&#8220;alt&#8221;:&#8221;&#8221;,&#8221;class&#8221;:&#8221;media-image&#8221;}}]]<\/span><\/span><\/p>\n<p style=\"text-align: justify; \"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Se requieren catorce procesos para el manejo de los permisos en el pa\u00eds mientras que en Dinamarca, el pa\u00eds con menos procesos, se requieren solo cinco y el tiempo que demanda cumplir estos procedimientos, 216 d\u00edas, son cerca de siete veces m\u00e1s que en Singapur donde solo se requieren 26. El costo como porcentaje del ingreso per c\u00e1pita ha disminuido desde el 2006, ubic\u00e1ndose en 82.1, sin embargo contin\u00faa siendo muy elevado en comparaci\u00f3n con pa\u00edses como Qatar donde es 1.1 .<\/span><\/span><\/p>\n<p style=\"text-align: justify; \"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\"><em>Doing Business 2012<\/em> reconoce que parte de sus limitaciones para evaluar el ambiente de negocios es la carencia de variables que capturen la calidad de los servicios de infraestructura, la transparencia de los procesos del gobierno y la fortaleza de las instituciones. No obstante, existe un v\u00ednculo entre \u00e9stas y las regulaciones de la construcci\u00f3n. Las regulaciones excesivas y otras trabas burocr\u00e1ticas imponen un costo de oportunidad para los agentes econ\u00f3micos y la econom\u00eda, adem\u00e1s de que conduce a pr\u00e1cticas de pagos extraoficiales para agilizar los procesos o que se omitan ciertas faltas.<\/span><\/span><\/p>\n<p style=\"text-align: justify; \"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Los resultados de <em>Doing Business<\/em> son \u00fatiles para personas interesadas en conocer el clima empresarial de cada pa\u00eds, ya que resaltan los aspectos que obstaculizan el desarrollo de la actividad empresarial. &nbsp;Las regulaciones y trabas burocr\u00e1ticas deben minimizarse hasta el punto en que la regulaci\u00f3n de los riesgos sea eficiente, con bajos costos de cumplimiento para los agentes econ\u00f3micos.&nbsp; El objetivo es desincentivar la corrupci\u00f3n y promover un ambiente de negocios propicio para la inversi\u00f3n y la producci\u00f3n en el pa\u00eds.<\/span><\/span><\/p>\n<div class=\"pvc_clear\"><\/div>\n<p class=\"pvc_stats all \" data-element-id=\"18047\" style=\"\"><i class=\"pvc-stats-icon medium\"
