La posici\u00f3n financiera que se encuentra el sector p\u00fablico se debe a un gasto p\u00fablico que se ha incrementado en mayor magnitud que los ingresos fiscales y a pasivos en el BCRD que implican un costo a ser cubierto por la pol\u00edtica fiscal, en \u00faltima instancia. &nbsp;Los esfuerzos para generar mayores ingresos fiscales han sido obvios en la d\u00e9cada pasada.&nbsp; Durante los \u00faltimos nueve a\u00f1os se han aplicado seis reformas fiscales, que en el caso de nuestro pa\u00eds implican nuevos impuestos y\/o incrementos de tasas impositivas; en promedio, una reforma fiscal cada a\u00f1o y medio. &nbsp;Sin embargo, no ha sido suficiente todas las medidas e incrementos de impuestos para financiar un gasto p\u00fablico cada vez mayor.<\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-right: 0px; margin-bottom: 8px; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; font-size: 13px; font: inherit; vertical-align: baseline; line-height: 1.5em; text-align: justify; \"><span style=\"margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; font-size: 12px; font: inherit; vertical-align: baseline; \"><span style=\"margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; font-size: 12px; font: inherit; vertical-align: baseline; font-family: verdana, geneva, sans-serif; \">Para financiar los d\u00e9ficits fiscal y cuasi-fiscal se ha incurrido en mayor recaudaciones por incremento de impuestos y mayor endeudamiento p\u00fablico. Cambios constantes al sistema impositivo crean incertidumbre en el c\u00e1lculo econ\u00f3mico de los emprendedores, desincentivan la inversi\u00f3n, producci\u00f3n y la creaci\u00f3n de empleos formales en la econom\u00eda. La complejidad del sistema impositivo actual con diversos impuestos y altas tasas incentiva la evasi\u00f3n fiscal y la econom\u00eda informal.&nbsp; Adem\u00e1s, leyes de incentivos a trav\u00e9s de exenciones fiscales a ciertos sectores crean distorsiones en la asignaci\u00f3n recursos escasos en la econom\u00eda. &nbsp;Por otro lado, existen leyes que imponen montos de gastos referenciados al PIB que hacen la pol\u00edtica fiscal r\u00edgida del lado del gasto p\u00fablico; estas leyes deben ser modificadas.&nbsp; El gasto p\u00fablico debe reducirse, la calidad del gasto debe mejorarse y deben priorizarse los proyectos a ser financiados por el Estado.&nbsp;<\/span><\/span><\/p>\n<p style=\"margin-top: 10px;
