&iquest;Realmente las regulaciones sobre salario m\u00ednimo contribuyen a mejorar el ingreso promedio?&nbsp; A primera vista, parecer\u00eda que un incremento del salario m\u00ednimo es beneficioso porque incrementa los salarios de los trabajadores m\u00e1s necesitados.&nbsp; Sin embargo, cuando el salario m\u00ednimo est\u00e1 por encima de un nivel que los trabajadores est\u00e1n dispuestos a percibir voluntariamente, nos damos cuenta que su aplicaci\u00f3n puede ser perjudicial para los propios trabajadores, ya que no encontrar\u00edan trabajo en ese nivel.&nbsp;<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: 12px; line-height: inherit; font-family: inherit; vertical-align: baseline;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: verdana, geneva, sans-serif; vertical-align: baseline;\">Lamentablemente, las pasiones que envuelve esta discusi\u00f3n implica que los principios econ\u00f3micos m\u00e1s b\u00e1sicos se hayan perdido en el camino y no formen parte del debate. &iquest;Qu\u00e9 suceder\u00eda si en cada pa\u00eds se estableciera un salario m\u00ednimo por encima de lo que establecer\u00edan los empleadores y trabajadores voluntariamente?<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: 12px; line-height: inherit; font-family: inherit; vertical-align: baseline;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: verdana, geneva, sans-serif; vertical-align: baseline;\">Una consecuencia directa de salarios m\u00ednimos por encima de mercado y otras regulaciones estatales que incrementan el costo laboral (no-salarial) es mayor desempleo.&nbsp; Cuando los salarios por ley o regulaci\u00f3n se definen por encima de los que surgen de la libre negociaci\u00f3n y los costos a empleadores son altos, desincentiva la contrataci\u00f3n de trabajadores en la econom\u00eda. &nbsp;Esto penaliza principalmente a los que no tienen empleo, a los trabajadores menos calificados y j\u00f3venes que se integran al mercado laboral todos los a\u00f1os.&nbsp;<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: 12px; line-height: inherit; font-family: inherit; vertical-align: baseline;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: verdana, geneva, sans-serif; vertical-align: baseline;\">Otra consecuencia de altos costos laborales y salarios m\u00ednimos por encima de lo que trabajadores est\u00e1n dispuestos a percibir y empresas dispuestas a pagar es mayor empleo informal.&nbsp; En la Rep\u00fablica Dominicana, el 56% del empleo est\u00e1 en la informalidad, seg\u00fan la \u00faltima encuesta del mercado de trabajo que realiza el banco central.&nbsp; Desde el a\u00f1o 2000, el empleo informal se ha expandido al doble del empleo formal en la Rep\u00fablica Dominicana. Tanto empleadores como trabajadores recurren a la informalidad cuando perciben que los costos de operar en la econom\u00eda formal son mayores que los beneficios que ofrece.<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: 12px; line-height: inherit; font-family: inherit; vertical-align: baseline;\"><span style=\"margin: 0px; vertical-align: baseline;\">Es una realidad que mayores costos no salariales y salarios m\u00ednimos por encima de lo que los trabajadores est\u00e1n dispuestos a percibir y las empresas dispuestas a pagar ocasionan desempleo y crean un incentivo perverso para el empleo informal.&nbsp; Las buenas intenciones de los que promueven un mayor nivel de salario m\u00ednimo no podemos cuestionarla, pues TODOS deseamos mayor bienestar econ\u00f3mico para los trabajadores.&nbsp; En este caso, el tema ser\u00eda: &iquest;C\u00f3mo se logran mayores ingresos de los trabajadores de manera permanente?<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; padding: 0px; border: 0px; font-style: inherit; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: 12px; line-height: inherit; font-family: inherit; vertical-align: baseline;\"><span style=\"margin: 0px; vertical-align: baseline;\">La \u00fanica v\u00eda para incrementar los niveles salariales permanentemente es aumentando la productividad de los trabajadores.&nbsp;&nbsp; Un trabajador m\u00e1s productivo puede exigir un mayor nivel de salario y las empresas estar\u00edan dispuestas a ofrecer una mayor remuneraci\u00f3n por sus servicios laborales porque agregar\u00eda mayor valor en los procesos productivos.&nbsp;<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; vertical-align: baseline;\">Ahora bien, la pregunta es: &iquest;c\u00f3mo se incrementa la productividad de los trabajadores?&nbsp; Existen diferentes factores que contribuyen a un incremento de la productividad de los trabajadores:<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; font-family: inherit; vertical-align: baseline;\">Incremento del nivel de inversi\u00f3n de capital<\/u>: m\u00e1s maquinarias y equipos permiten a los trabajadores producir m\u00e1s porque los ayuda en sus tareas. El nivel de capital acumulado en la Rep\u00fablica Dominicana es bajo porque no brinda un ambiente propicio para la inversi\u00f3n de capital y creaci\u00f3n de riquezas.<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; se podr\u00e1 producir m\u00e1s por unidad de trabajo.&nbsp; Es obvio que sustituir una yunta de buey por un tractor implica un incremento de la producci\u00f3n y, en consecuencia, se incrementa el ingreso del agricultor.<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px; line-height: 1.5em; font-family: arial; vertical-align: baseline; color: rgb(70, 66, 66); text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"color:#000000;\"><span style=\"margin: 0px; padding: instrucci\u00f3n hace que los trabajadores puedan agregar mayor valor en los procesos productivos. &nbsp;En la Rep\u00fablica Dominicana persisten bajos niveles educativos por un sistema de educaci\u00f3n p\u00fablica de muy mala calidad.<\/span><\/span><\/span><\/p>\n<p style=\"margin-top: 10px; margin-bottom: 8px; padding: 0px; border: 0px; font-stretch: inherit; font-size: 13px;
