Recordemos que la presi\u00f3n tributaria de un pa\u00eds se define como el ratio de los ingresos que recauda un gobierno por concepto de impuestos cobrados a los ciudadanos, entre el Producto Interno Bruto (PIB); es decir, ingresos tributarios \/ PIB. En algunos casos, errores metodol\u00f3gicos como a\u00f1adir las contribuciones sociales que son administradas por los distintos gobiernos e incluyen ingresos que no deben dirigirse a financiar las actividades del gobierno general, sino que, debieran ir a un fondo especializado de seguridad social, pueden distorsionar las comparaciones entre pa\u00edses sobre su presi\u00f3n tributaria En consecuencia, se pierde la homogeneidad al combinarse y comparar ingresos de diferente naturaleza, en especial porque hay pa\u00edses con sistemas de pensiones de reparto (fondo com\u00fan administrado por el Estado), capitalizaci\u00f3n individual (fondo del empleado administrado por entes privados o AFP) y\/o mixto. El resultado tiende a ser una sobreestimaci\u00f3n de la presi\u00f3n tributaria en aquellos pa\u00edses con sistema de reparto, y una subestimaci\u00f3n de la presi\u00f3n para los pa\u00edses que no tienen sistema de reparto. Por esto es que pa\u00edses como Rep\u00fablica Dominicana tienden a mostrar una presi\u00f3n tributaria inferior en este tipo de comparaciones internacionales. Para el 2013 nuestro pa\u00eds ten\u00eda una presi\u00f3n tributaria, contando las contribuciones a la seguridad social, de 13.9%, mientras que el promedio de Am\u00e9rica Latina era de 17.4%.
