Una oportunidad para mejorar la calidad del gasto ser\u00eda la reasignaci\u00f3n del personal administrativo a los cargos de mayor necesidad que, en este caso, ser\u00edan los cargos de secretarios y cocineros ya que la cantidad necesaria de ambas posiciones es significativamente menor a los contratados. En el estudio de EDUCA tambi\u00e9n se argumenta que las pr\u00e1cticas de selecci\u00f3n y ubicaci\u00f3n del personal administrativo durante el 2012-2014, no garantizaron la competitividad de los seleccionados. Una de las causas de este hecho es que el Manual Operativo de Centro Educativo P\u00fablico, documento que especifica el perfil y competencias necesarias para estas contrataciones, entr\u00f3 en vigencia a finales del 2014. Lo anterior sugiere que las contrataci\u00f3n anteriores a 2014 pudieron no contemplar cu\u00e1les eran las capacidades necesarias de los aspirantes a para formar parte de las instituciones educativas. Seg\u00fan la Direcci\u00f3n de Desarrollo Organizacional del Ministerio de Educaci\u00f3n, la sede central, los distritos, y las regionales educativas no cuentan con una normativa actualizada o manuales operativos capaces de orientarlos en estos procesos de selecci\u00f3n y ubicaci\u00f3n de personal, dejando a un lado la pr\u00e1ctica de evaluaciones de aplicantes que puedan garantizar la calidad de las personas que efectivamente sean contratadas.
