En Rep\u00fablica Dominicana existen diferentes compromisos contenidos en legislaciones que asignan partidas espec\u00edficas del presupuesto de ingresos y gastos p\u00fablicos a instituciones determinadas. Es decir, distintas leyes incluyen provisiones de gasto p\u00fablico espec\u00edfico o pre-fijado, como porcentaje de alguna partida o en montos absolutos, para distintos estamentos del Estado. Estas pol\u00edticas de asignaciones predeterminadas son, en importante medida, un reflejo de la expansi\u00f3n de las funciones del Estado sin la debida planificaci\u00f3n. Es necesaria una revisi\u00f3n de las leyes que crean compromisos en el gasto p\u00fablico, puesto que aumentan la presi\u00f3n sobre las finanzas p\u00fablicas y restan flexibilidad a la ejecuci\u00f3n presupuestaria seg\u00fan los requerimientos en momentos diferentes. En adicci\u00f3n, como es de esperarse, la gran mayor\u00eda de estas asignaciones no se cumplen y se introducen dispensas en cada presupuesto del Estado, lo que le resta institucionalidad a la formulaci\u00f3n de los presupuestos y lesiona el sistema jur\u00eddico local.<\/span><\/span><\/p>\n<div class=\"pvc_clear\"><\/div>\n<p class=\"pvc_stats all \" data-element-id=\"19842\"
