economista senior del Centro Regional de Estrategias Econ\u00f3micas Sostenibles (CREES), en un art\u00edculo titulado &ldquo;Altos impuestos a los veh\u00edculos de motor&rdquo; colocado en la p\u00e1gina web de la entidad.<\/span><\/span><\/p>\n<p style=\"border: 0px; font-family: Arial, Helvetica, sans-serif; margin-bottom: 15px; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Explic\u00f3 que los cinco impuestos son: el arancel de Aduanas, que oscila entre 3.85% y 10%; el registro o inscripci\u00f3n de veh\u00edculos, que es el 17% del valor del veh\u00edculo; el impuesto a las emisiones de CO2, que ronda entre 0 al 3% del valor del veh\u00edculo, el 18% ITBIS y el derecho a circulaci\u00f3n.<\/span><\/span><\/p>\n<p style=\"border: 0px; font-family: Arial, Helvetica, sans-serif; margin-bottom: 15px; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Se\u00f1al\u00f3 que los veh\u00edculos que est\u00e1n fuera del DR-Cafta son gravados a tasas que oscilan entre 3.85% a 10%, dependiendo del valor CIF (costo, seguro y flete) del veh\u00edculo, de sus caracter\u00edsticas (carga, transporte, pasajeros), y de si se trata de un veh\u00edculo nuevo o usado.<\/span><\/span><\/p>\n<p style=\"border: 0px; font-family: Arial, Helvetica, sans-serif; margin-bottom: 15px; outline: 0px; padding: 0px; vertical-align: style=\"font-family:verdana,geneva,sans-serif;\">Expres\u00f3 que existe un impuesto basado en las emisiones de gramos de di\u00f3xido de carbono por kil\u00f3metro y que las tasas son de 0%, 1%, 2% y 3% sobre el valor CIF, dependiendo de la clasificaci\u00f3n de emisiones de CO2 de cada veh\u00edculo.<\/span><\/span><\/p>\n<p style=\"border: 0px; font-family: Arial, Helvetica, sans-serif; style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Dijo que adem\u00e1s de la aplicaci\u00f3n del impuesto arancelario, el de primera placa y el del CO2, el veh\u00edculo importado es gravado con el ITBIS.<\/span><\/span><\/p>\n<p style=\"border: 0px; font-family: Arial, Helvetica, sans-serif; margin-bottom: 15px; outline: 0px; padding: 0px; vertical-align: baseline; los due\u00f1os de veh\u00edculos deben pagar un un impuesto anual de derecho a circulaci\u00f3n de RD$2,200 para los veh\u00edculos de 2009 en adelante, y de RD$1,200 para los veh\u00edculos de a\u00f1os anteriores al 2009.<\/span><\/span><\/p>\n<p style=\"border: 0px; font-family: Arial, Helvetica, sans-serif; margin-bottom: 15px; outline: 0px; padding: 0px; vertical-align: baseline; color: que la estructura actual grava los veh\u00edculos, en promedio, entre 30% y 35%.<\/span><\/span><\/p>\n<p style=\"border: 0px; font-family: Arial, Helvetica, sans-serif; margin-bottom: 15px; outline: style=\"font-family:verdana,geneva,sans-serif;\">Los seguros de los veh\u00edculos, dijo, tienen un impuesto selectivo que no puede ser deducido, por lo cual se convierte en un costo que encarece la
