font-size: 12px;\">El economista Ernesto Selman propone una Ley de Responsabilidad Fiscal y reforma del C\u00f3digo Tributario para controlar el gasto p\u00fablico, abrir la base impositiva y reducir las tasas, como forma de enfrentar el d\u00e9ficit estructural que dice ya se ha generado en la econom\u00eda dominicana.<\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">No obstante, el vicepresidente ejecutivo del Centro Regional de Estrategias Econ\u00f3micas Sostenibles (CREES) expres\u00f3 que se necesita voluntad pol\u00edtica para que la implementaci\u00f3n de esas iniciativas tenga los resultados que se requieren, al cuestionar que en el pa\u00eds hay muchas leyes &ldquo;muy bonitas&rdquo;, pero que no generan los objetivos deseados.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Resalt\u00f3 que hay que tomar muy en serio los niveles de deudas que tiene el Estado, al recordar lo que pas\u00f3 en el 2008 cuando se produjo una gran crisis econ\u00f3mica y financiera, adem\u00e1s de que el pa\u00eds tiene un sistema tributario que empuja a la evasi\u00f3n e informalidad.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Al participar como invitado en el Encuentro Econ\u00f3mico de HOY, Selman record\u00f3 que el anteproyecto de Ley de Responsabilidad y Transparencia Fiscal, preparado por esa entidad junto con la Fundaci\u00f3n Institucionalidad y Justicia (FINJUS) ya tiene cuatro legislaturas, y a\u00fan no ha sido aprobado.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Adem\u00e1s de que tambi\u00e9n ha sido presentado otro anteproyecto de Ley de Reforma Integral al C\u00f3digo Tributario, comjuntamente con Francisco Canahuate, experto en la materia y promotor del C\u00f3digo Tributario original.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Explic\u00f3 que ambos anteproyectos buscan crear un ambiente propicio para la generaci\u00f3n de riquezas y la transparencia en la econom\u00eda dominicana, mediante un sistema tributario sencillo y de f\u00e1cil aplicaci\u00f3n, combinado con reglas fiscales que puedan sanear las finanzas p\u00fablicas y controlar la deuda del sector p\u00fablico consolidado.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Expres\u00f3 que desde el a\u00f1o 2000 Rep\u00fablica Dominicana viene arrastrando un d\u00e9ficit fiscal que, a su juicio, independientemente de las medidas que se tomen con relaci\u00f3n al gasto p\u00fablico, no podr\u00e1 ser eliminado con el sistema tributario y estructura del gasto actual que tiene el pa\u00eds.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Agreg\u00f3 que en lo que va del a\u00f1o el pago de intereses ha aumentado entre un 22% y 23%, con relaci\u00f3n al a\u00f1o pasado. En ese sentido, plante\u00f3 que al haber un d\u00e9ficit fiscal estructural es necesario una revisi\u00f3n sobre ese tema.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Advirti\u00f3 que en el primer trimestre de este a\u00f1o se asumi\u00f3 el 46% del d\u00e9ficit del 2016 completo, es decir que lo que se presupuest\u00f3 para el a\u00f1o completo se hizo casi un 50 por ciento en tan solo tres meses.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Eso significa, dijo, que para este a\u00f1o se llevar\u00e1 el d\u00e9ficit fiscal, en t\u00e9rminos nominal, similar al del 2008, es decir unos RD$140,000 millones. Adem\u00e1s de que representa el 21% de los ingresos tributarios del Gobierno en pago de intereses, con la proyecci\u00f3n de que lleguen a un 25%.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Dijo que debido a que es el gasto p\u00fablico el principal factor que da lugar a un d\u00e9ficit fiscal estructural, el CREE ha propuesto un anteproyecto de Ley de Responsabilidad y Transparencia Fiscal que crear\u00eda b\u00e1sicamente un marco dentro del cual el sector p\u00fablico debe desenvolverse en t\u00e9rminos financieros, con reglas fiscales que se utilizan a nivel mundial.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Resumi\u00f3 que la iniciativa busca sanear las finanzas p\u00fablicas, pues se proponen asumir reglas fiscales para limitar el crecimiento del gasto p\u00fablico, d\u00e9ficit fiscales y topes a los niveles de deuda p\u00fablica.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Adem\u00e1s, retomar y mantener la senda de sostenibilidad fiscal, es decir crear un mecanismo transitorio para reducir la deuda p\u00fablica y la creaci\u00f3n de un Fondo de Estabilidad y Sostenibilidad Fiscal (FESF).<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Tambi\u00e9n fortalecer t\u00e9cnicamente al Congreso Nacional: se propone la creaci\u00f3n de la Oficina Congresual de Presupuesto y An\u00e1lisis Econ\u00f3mico (OCPAE) y transparentar procesos presupuestarios e incentivar el cumplimiento de las reglas fiscales; se introducen penalidades, infracciones y sanciones a funcionarios p\u00fablicos que no cumplan con informes a publicar y las disposiciones de la misma ley.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Del lado de los ingresos, explic\u00f3 que lo que el CREES ha planteado es una &ldquo;real reforma integral del C\u00f3digo Tributario&rdquo;.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Agreg\u00f3 que esa reforma debe retomar &ldquo;el esp\u00edritu&rdquo; del C\u00f3digo aprobado en 1992, el cual era ejemplo a nivel mundial, y limpiar el sistema de forma tal que se abra la base tributaria y reducir las tasas.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Como soluci\u00f3n, record\u00f3 que el CREES present\u00f3 otro anteproyecto de Ley de Reforma Integral al C\u00f3digo Tributario que busca incrementar la capacidad productiva y el empleo formal.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Se\u00f1al\u00f3 que la iniciativa propone simplificar el sistema impositivo, bajar tasas y eliminar distorsiones que no permiten el mejor aprovechamiento de los recursos escasos.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Asimismo, reducir el incentivo a la informalidad, la evasi\u00f3n y elusi\u00f3n de impuestos, debido a que el sistema propuesto reducir\u00eda el costo de cumplir con las leyes impositivas y, por consiguiente, reduce el incentivo a realizar actividades fuera del sistema.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 15px; border: 0px; font-family: Arial, Helvetica, sans-serif; outline: 0px; padding: 0px; vertical-align: baseline; color: rgb(20, 20, 20); line-height: 22px; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size: 12px;\"><span style=\"font-family: verdana, geneva, sans-serif;\">Adem\u00e1s, incrementar las recaudaciones fiscales. Este es un resultado de los anteriores, sum\u00e1ndose la ampliaci\u00f3n de bases imponibles de los distintos impuestos para introducir mayor equidad en cuanto a la distribuci\u00f3n de la carga
