{"id":20566,"date":"2016-01-01T00:00:00","date_gmt":"2016-01-01T00:00:00","guid":{"rendered":"https:\/\/crees.org.do\/por-que-subieron-los-peajes\/"},"modified":"2016-01-01T00:00:00","modified_gmt":"2016-01-01T00:00:00","slug":"por-que-subieron-los-peajes","status":"publish","type":"post","link":"https:\/\/crees.org.do\/?p=20566","title":{"rendered":"\u00bfPor qu\u00e9 subieron los peajes?"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Autor: Alejandro Fern\u00e1ndez<\/span><\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Fecha: 29 de septiembre, 2016<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Extra\u00eddo de <a href=\"http:\/\/www.diariolibre.com\/economia\/argentarium\/por-que-subieron-los-peajes-NC5062492\">diariolibre.com<\/a><\/span><\/span><\/p>\n<div class=\"text\" mlnid=\"idcon=7272577;order=7.0\" style=\"color: rgb(0, 0, 0); font-family: Times; font-size: medium; line-height: normal;\">\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Como acogi\u00e9ndose al reiterado mandato de transparencia p\u00fablica, sorpresivamente tenemos la respuesta a una pregunta que los funcionarios responsables evitaron responder con cifras en blanco y negro (o m\u00e1s bien rojo): &iquest;Por qu\u00e9 aumentaron los peajes?<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">La fuente de tanta claridad, debo reconocer, no fue el Comit\u00e9 T\u00e9cnico Interinstitucional, ni la burocracia del Ministerio de Obras P\u00fablicas encargada de RD Vial ni la fiduciaria estatal que vela por la estructura del fideicomiso.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">M\u00e1s bien le debemos el gesto a Feller Rate, que hace poco emiti\u00f3 el primer informe de calificaci\u00f3n de riesgo que tenemos de las finanzas del Fideicomiso RD Vial, constituido por el Estado para aislar las recaudaciones por concepto de peaje, para que sean correctamente reinvertidas, de manera enfocada en las carreteras que las generan.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">No s\u00f3lo nos enteramos que RD Vial goza de una envidiable (y sin sentido, en mi opini\u00f3n) calificaci\u00f3n &ldquo;AA-&rdquo; (igual que el Banreservas), sino que ese fideicomiso emitir\u00e1 deuda por la friolera de RD$25,000 millones. Pero nos adelantamos. Vamos por partes.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Desde su concepci\u00f3n, como para esta \u00e9poca del a\u00f1o en el 2013, RD Vial ha realizado inversiones en sus distintas carreteras por m\u00e1s de RD$19.6 mil millones o aproximadamente RD$590 millones al mes.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Durante ese mismo per\u00edodo, sus peajes s\u00f3lo hab\u00edan recaudado, en promedio y mensualmente, RD$140 millones.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">&iquest;C\u00f3mo, entonces, se logr\u00f3 invertir tanto? Fundamentalmente, como vemos en las primeras dos gr\u00e1ficas, a que durante ese mismo tiempo, el fideicomiso se endeudaba al mismo ritmo que invert\u00eda, acumulando un pasivo total de RD$19.2 mil millones. El grueso de ese pasivo es bancario, que cuesta. &iquest;Cu\u00e1nto? Promedi\u00f3 RD$95 millones al mes.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">En otras palabras, de cada RD$100 recaudado, RD Vial tuvo que pagar el 70% por concepto de pago de intereses.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Por esa raz\u00f3n, a pesar de administrar miles de millones, el &ldquo;Patrimonio Fideicomitido&rdquo; apenas alcanza RD$42 millones (&iexcl;comp\u00e1rese con sus pasivos de RD$20,000 millones!), pues cierra con resultados fiscales nulos y negativos.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Es decir, que por cada RD$1 en patrimonio, el fideicomiso levant\u00f3 462 veces m\u00e1s pasivos, un apalancamiento \u00fanico, cuando el est\u00e1ndar para proyectos como \u00e9stos andan entre 1.5 y 6.0 veces.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Adem\u00e1s de su magra rentabilidad, y alta deuda, RD Vial se ha visto afectado por un \u00ednfimo nivel de liquidez, que representa 0.3% de sus pasivos financieros, muy por debajo del promedio de 30% de estructuras parecidas calificadas por Feller, pero en su natal Chile.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Ante un escenario tan pat\u00e9tico, desde el punto de vista financiero, perfectamente se justifica un aumento en los peajes.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">De hecho, vista, no s\u00f3lo la magnitud del hoyo vial, y la aspiraci\u00f3n oficial (inform\u00f3 Feller) de ejecutar un &ldquo;backlog&rdquo; de RD$20,000 millones de nuevas inversiones en los pr\u00f3ximos cinco a\u00f1os, estimo que se requerir\u00e1n nuevos y m\u00e1s importantes aumentos de peaje (&ldquo;adem\u00e1s de la incorporaci\u00f3n de nuevas estaciones de peajes&rdquo;) en el corto a mediano plazo.<\/span><\/span><\/p>\n<\/div>\n<div class=\"entretitulo\" style=\"font-family: Arial, Helvetica, sans-serif; font-weight: bold; color: rgb(51, 51, 51); line-height: 20px; margin: 10px 0px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">&iquest;Otra vez una deuda p\u00fablica que no es p\u00fablica?<\/span><\/span><\/div>\n<div class=\"text\" mlnid=\"idcon=7272577;order=7.14\" style=\"color: rgb(0, 0, 0); font-family: Times; font-size: medium; line-height: normal;\">\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Volvamos a la emisi\u00f3n de valores de deuda de fideicomiso, cuyo registro est\u00e1 en proceso, pero que sumar\u00e1 RD$25,000 millones, el grueso de ello para refinanciar la deuda actualmente contra\u00edda con la banca y contratistas.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">&iquest;Qui\u00e9nes adquirir\u00edan esos instrumentos? Por el plazo (10 a\u00f1os) y su magnitud, uno pensar\u00eda en las Administradoras de Fondos de Pensiones (AFP).<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Lo que nos hace retomar el tema de la calificaci\u00f3n de riesgo otorgada por Feller Rate. &iexcl;&rdquo;AA-&rdquo;! &iquest;C\u00f3mo se justifica, con esos niveles de iliquidez, baj\u00edsima solvencia y a\u00fan peor rentabilidad?<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">De la \u00fanica manera que tanta belleza fuera posible, dada su p\u00e9sima estructura financiera, es que las emisiones de deuda del fideicomiso cuenten con la garant\u00eda y aval absoluto del soberano.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">En resumidas cuentas: En su forma actual, RD Vial no es &ldquo;bancable&rdquo; (por lo menos para bancos que eval\u00faen riesgos con independencia), y mucho menos es, perdonen la palabra, &ldquo;AFPiable&rdquo;.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">&iquest;Ser\u00e1 que ya tiene garant\u00eda estatal?<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Lo dudo, pues de ser as\u00ed incumplir\u00eda el contrato (ver cita arriba) que dio origen al mism\u00edsimo fideicomiso.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Tendr\u00eda, tambi\u00e9n, que integrarse al registro de la Direcci\u00f3n General de Cr\u00e9dito P\u00fablico, como asumo est\u00e1n los millonarios pr\u00e9stamos ya desembolsados.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">&iquest;O me equivoco?<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: center;\"><span style=\"font-size:12px;\"><span
