Se falla as\u00ed en fortalecer la institucionalidad. El Estado arrastra un d\u00e9ficit fiscal que tiene entre sus causas muchas viejas exenciones intocables, evasiones y elusiones de las mismas caracter\u00edsticas. En ocasiones el gasto p\u00fablico responde m\u00e1s a pol\u00edticas clientelistas que a la necesidad de inversi\u00f3n all\u00ed donde hace falta. As\u00ed las cosas, una porci\u00f3n cada vez mayor del Presupuesto General del Estado se cubre con endeudamiento interno y externo.<br style=\"box-sizing: border-box; line-height: 2.7em;\" \/>Los esfuerzos por mejorar las recaudaciones tropiezan con muchos obst\u00e1culos, entre los cuales hay que citar el grueso fardo de una econom\u00eda informal ajena a la tributaci\u00f3n regular. Para el Gobierno, que en ocasiones viola su propia institucionalidad, se hace muy dif\u00edcil lograr convencer a los actores de la econom\u00eda de que es imprescindible lograr un Pacto Fiscal de amplio alcance. El clientelismo es, tal vez, el principal escollo.<br style=\"box-sizing: border-box; line-height: 2.7em;\" \/>Ayer, en el almuerzo de los medios del Grupo de Comunicaciones Corripio, los economistas Ernesto Selman y Jos\u00e9 Rijo Presbot airearon sus preocupaciones por todos esos ingredientes que perjudican el desempe\u00f1o del pa\u00eds no solo en materia econ\u00f3mica, sino a plenitud en el \u00e1mbito institucional. El estilo clientelar marca algunos pasos del retroceso que experimenta el pa\u00eds.<\/span><\/span><\/p>\n<p style=\"box-sizing: border-box; margin-bottom: 10px; line-height: 1.5em; font-size: 1.5em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\"><strong style=\"box-sizing: border-box;\">El c\u00edrculo vicioso de los apagones<\/strong><\/span><\/span><\/p>\n<p style=\"box-sizing: border-box; margin-bottom: 10px; line-height: 1.5em; font-size: 1.5em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; text-align: justify; background-color: rgb(255, 255, 255);\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">En estos d\u00edas, las interrupciones del suministro de electricidad est\u00e1n perjudicando la econom\u00eda de amplios sectores de la sociedad. Estamos de nuevo en el c\u00edrculo vicioso de unos apagones cuyas causas nunca tienen explicaci\u00f3n cierta. Lo \u00fanico que se vislumbra en concreto es que son cortes financieros porque el mercado el\u00e9ctrico est\u00e1 cojeando de alguna de sus patas. Los generadores dicen que no ha habido ca\u00edda en la oferta de energ\u00eda de ese sector y las distribuidoras se defienden por su lado con otros argumentos que dejan la nebulosa tal cual.
