color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Los economistas Ernesto Selman y Pavel Isa consideraron ayer que de aplicarse el nuevo impuesto a las telecomunicaciones para financiar el Sistema de Atenci\u00f3n de Emergencias 9-1-1 afectar\u00eda a la econom\u00eda dominicana y constituye una soluci\u00f3n cortoplacista.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Antes de ser aprobado, este impuesto a las telecomunicaciones, mientras era conocido en el Congreso Nacional, fue rechazado tanto por el Instituto Dominicano de las Telecomunicaciones (Indotel), las telef\u00f3nicas y varios gremios, incluyendo la c\u00fapula del sector empresarial, el Consejo Nacional de la Empresa Privada (CONEP).<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Selman, quien es vicepresidente ejecutivo del Centro Regional de Estrategias Econ\u00f3micas Sostenibles (CREES), manifest\u00f3 que la raz\u00f3n por lo cual se est\u00e1 buscando fuentes de ingresos de recaudaciones nuevas es porque ya hay un gasto p\u00fablico alto y cualquier gasto adicional se est\u00e1 buscando financiar con una creatividad fiscalista.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">&ldquo;Esto termina convirti\u00e9ndose en otro parche fiscal, introduciendo una figura impositiva, no s\u00f3lo penalizando a los consumidores y a las empresas de Rep\u00fablica Dominicana, sino tambi\u00e9n penalizando a empresas fuera del pa\u00eds&rdquo;, indic\u00f3 el economista.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Expres\u00f3 que este impuesto viola algunas reglas del comercio de bienes y servicios a nivel internacional, en los Estados Unidos por el acuerdo de libre comercio (DR-Cafta) y en Europa por el acuerdo de Asociaci\u00f3n Econ\u00f3mica (EPA).<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">En tanto que Isa, economista catedr\u00e1tico del Instituto Tecnol\u00f3gico de Santo Domingo (INTEC), dijo que es importante mantener financiado adecuadamente el Sistema Nacional de Emergencias, y consider\u00f3 que es un punto que se ha ganado la administraci\u00f3n del presidente Danilo Medina.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Sin embargo, entiende que se trata de una medida apresurada a una restricci\u00f3n financiera que debi\u00f3 haber sido prevista, y consider\u00f3 dif\u00edcil que ese impuesto no genere alg\u00fan costo para la econom\u00eda dominicana. &ldquo;La idea de que otros lo van a pagar me parece problem\u00e1tica. Yo creo que de alguna manera la econom\u00eda lo va a pagar y lo van a pagar dominicanos y dominicanas residentes en el exterior que llaman a sus familiares en el pa\u00eds, o que hacen negocios con Rep\u00fablica Dominicana, y al final eso va a terminar afectando si bien sea de forma limitada al pa\u00eds&rdquo;, expres\u00f3.<\/span><\/span><\/p>\n<p style=\"font-family: Arial, Helvetica, sans-serif; color: rgb(51, 51, 51); line-height: 20px; margin-top: 10px; margin-bottom: 10px; text-align: justify;\"><span style=\"font-size:12px;\"><span style=\"font-family:verdana,geneva,sans-serif;\">Adem\u00e1s, explic\u00f3, el mismo est\u00e1 gravando un bien que est\u00e1 en declive. &ldquo;Es decir, las llamadas de voz o la mensajer\u00eda (los minimensajes) est\u00e1n declinando, porque todo se est\u00e1 yendo hacia IP, hacia voz y datos sobre IP, que es sobre internet, entonces t\u00fa est\u00e1s gravando un servicio que est\u00e1 de
