Un hecho positivo que debe ser considerado por aquellos pa\u00edses del mundo que a\u00fan mantienen legislaciones complejas y de tasas altas, como es el caso de Rep\u00fablica Dominicana.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">&ldquo;Todo an\u00e1lisis de fundamentos de la econom\u00eda dominicana tiene que incluir la incertidumbre asociada con el sistema tributario, que tiene una reforma integral pendiente, y que al mismo tiempo sufre de cambios continuos que lo hacen m\u00e1s complejo y oneroso&rdquo;, explica.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">Rep\u00fablica Dominicana, con un clima de negocios entre los menos favorables en el mundo, de acuerdo a mediciones internacionales como el Doing Business o el \u00cdndice de Competitividad del Foro Econ\u00f3mico Mundial, mantiene una tasa del ISR a las empresas de 27%.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">&ldquo;Esta tasa, unida a la incertidumbre interna que genera el hecho de que el Pacto Fiscal est\u00e9 pendiente desde 2012, reduce la capacidad del pa\u00eds para atraer capitales destinados a inversi\u00f3n extranjera directa en procesos productivos que creen riqueza y eleven los ingresos promedio de la econom\u00eda&rdquo;, se\u00f1ala.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">El trabajo indica que son pocos los pa\u00edses de Am\u00e9rica Latina que se acercan a las tasas de Estados Unidos y Canad\u00e1. El promedio de Am\u00e9rica Latina es 26.9%, superior a las tasas que prevalecen en las dos econom\u00edas del continente que, en sentido general, poseen mejores instituciones, predomina el Estado de derecho e impera un ambiente de negocios m\u00e1s estable.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">&ldquo;Es importante destacar que la reducci\u00f3n en la tasa del Impuesto Sobre la Renta para las empresas es incongruente con el esquema de tasas impositivas para las personas f\u00edsicas. La diferencia de 16 puntos porcentuales es un incentivo adicional a los que ya exist\u00edan para las personas constituir empresas y hacer sus declaraciones de ingresos como corporaciones&rdquo;, se\u00f1ala.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">Agrega que cuando se realizan reformas, es preciso considerar estos incentivos que puede introducir el esquema resultante.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">En Rep\u00fablica Dominicana, la diferencia entre la tasa m\u00e1xima para personas f\u00edsicas y jur\u00eddicas es de solo dos puntos porcentuales (25% Vs. 27%) y de por s\u00ed representa una distorsi\u00f3n del sistema que en una reforma integral debe ser corregida&rdquo;.<\/span><br style=\"box-sizing: border-box; line-height: 2.7em; color: rgb(51, 51, 51); font-family: 'Open Sans', sans-serif; font-size: 15px; background-color: rgb(255, 255, 255);\" \/><span style=\"color: rgb(51, 51, 51); line-height: 22.5px; background-color: rgb(255, 255, 255);\">Afirma que el aspecto positivo de la reforma es que mayor capital en manos privadas va a generar crecimiento a nivel mundial, por lo que el Fondo Monetario Internacional acaba de revisar al alza sus estimaciones a nivel global por el impacto que tendr\u00e1 la reforma sobre el crecimiento de
