En la d\u00e9cada de los a\u00f1os 1990, las autoridades mantuvieron, en promedio, una pol\u00edtica de sup\u00e9ravit fiscal. El gobierno se manej\u00f3 con prudencia; lo que permiti\u00f3 reducir la deuda p\u00fablica en ese periodo.<\/p>\n<p style=\"text-align: justify;\">El panorama cambi\u00f3 desde que el Estado dominicano empez\u00f3 a financiarse con emisiones de bonos, desde \u00a0inicio del milenio. Desde entonces, se produjo un cambio de pol\u00edtica que condujo a incrementar el gasto y tratar de cubrir su financiamiento con modificaciones al sistema tributario y con mayores emisiones de deuda, sobre todo a partir del a\u00f1o 2008.<\/p>\n<p style=\"text-align: justify;\">Los\u00a0bajos niveles en las tasas de inter\u00e9s de la Reserva\u00a0Federal (FED), permitieron\u00a0tener acceso m\u00e1s barato al cr\u00e9dito y mantener una pol\u00edtica lejana de la responsabilidad fiscal. Esta pol\u00edtica se ha acentuado desde el a\u00f1o 2020 cuando se decidi\u00f3 incrementar el gasto para aprovechar el financiamiento m\u00e1s bajo luego de que la misma FED y otros bancos centrales decidieran implementar una pol\u00edtica de tasas m\u00e1s bajas que las que hab\u00edan prevalecido desde 2008, y de incremento de la liquidez.
