De acuerdo con el Proyecto de Ley de Presupuesto General del Estado 2024, el d\u00e9ficit representar\u00eda 3.1% del PIB. Es decir, se mantiene la tendencia a gastar a un nivel superior al promedio verificado en los a\u00f1os previos a la pandemia, en porcentaje del PIB.<\/p>\n<p style=\"text-align: justify;\">El proyecto de presupuesto contempla un incremento de 5.0% en los ingresos y de 4.8% en el gasto. El aumento presupuestado para los ingresos luce algo optimista, ante una realidad de crecimiento moderado de la econom\u00eda y niveles de inflaci\u00f3n que deber\u00e1n ser inferiores a los de 2023.<\/p>\n<p style=\"text-align: justify;\">La tendencia de crecimiento del gasto de los \u00faltimos ejercicios fiscales, unido a la realidad del ciclo pol\u00edtico, indican que el aumento del gasto podr\u00eda ser superior. En otras palabras, en el proyecto de presupuesto de 2024 se subestimar\u00edan los gastos, de la misma forma como se subestimaron en el presupuesto original del a\u00f1o 2023. En 2023, de acuerdo con el presupuesto reformulado, el gasto ser\u00e1 11.5% superior al resultado de 2022. Sin embargo cuando se elabor\u00f3 el presupuesto de 2023 el gasto era solo 6.3% mayor al resultado de 2022. Cuando se present\u00f3 el proyecto de presupuesto de 2023, se\u00f1alamos esa subestimaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Ante incrementos en las tasas de inter\u00e9s a nivel internacional, es importante conducir a la econom\u00eda hacia una necesaria consolidaci\u00f3n fiscal. Las consolidaciones fiscales exitosas en el tiempo, y cre\u00edbles por los mercados, descansan, fundamentalmente, en el control del gasto p\u00fablico. Las reformas impositivas para incrementar el gasto no son exitosas como forma de consolidaci\u00f3n fiscal sostenible.
