Estas modificaciones a las reglas de juego impositivas terminan siendo incrementos en las tasas de los impuestos existentes o en la creaci\u00f3n de nuevas figuras impositivas.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">La costumbre ha sido incrementar el gasto o, por lo menos no reducirlo. Los nuevos ingresos no son empleados para consolidar las finanzas p\u00fablicas. Es decir, para reducir el d\u00e9ficit p\u00fablico y, en consecuencia, el ritmo de endeudamiento.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">En consecuencia, los d\u00e9ficits son permanentes y se profundizan en algunos momentos; y el ritmo de\u00a0endeudamiento contin\u00faa.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">El sacrificio de las familias y los emprendedores, reduciendo su consumo, ahorro e inversi\u00f3n por el pago de m\u00e1s impuestos, no es aprovechado para un manejo m\u00e1s prudente de las finanzas p\u00fablicas. Lo anterior se evidencia en el ritmo de endeudamiento y el costo que representa la nueva deuda para el erario. En la actualidad, el pago en intereses\u00a0de la deuda representa el 25% de los ingresos tributarios o aproximadamente el 4% del PIB.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Estamos ante una oportunidad hist\u00f3rica para romper el c\u00edrculo vicioso de las\u00a0finanzas p\u00fablicas. Las autoridades pueden realizar una transformaci\u00f3n tributaria no fiscalista, sino para mejorar el clima de negocios y, beneficiar, en consecuencia, a los trabajadores, que es el grupo que m\u00e1s sufre las distorsiones de las reformas. Una transformaci\u00f3n de este tipo, como la dise\u00f1ada por el CREES, lograr\u00eda este prop\u00f3sito.
