{"id":26345,"date":"2024-08-02T16:03:49","date_gmt":"2024-08-02T16:03:49","guid":{"rendered":"https:\/\/crees.org.do\/?p=26345"},"modified":"2024-08-02T16:03:49","modified_gmt":"2024-08-02T16:03:49","slug":"cuales-interrogantes-deja-el-fmi-sobre-la-reforma-tributaria","status":"publish","type":"post","link":"https:\/\/crees.org.do\/?p=26345","title":{"rendered":"\u00bfCu\u00e1les interrogantes deja el FMI sobre la reforma tributaria?"},"content":{"rendered":"<p>Autor: Hoy<\/p>\n<p>Fecha: 30 de julio de 2024<\/p>\n<p>Extra\u00eddo de: <a href=\"https:\/\/hoy.com.do\/cuales-interrogantes-deja-el-fmi-sobre-la-reforma-tributaria\/\">Hoy<\/a><\/p>\n<h1 class=\"post-title lg\">\u00bfCu\u00e1les interrogantes deja el FMI sobre la reforma tributaria?<\/h1>\n<h4 class=\"wp-block-heading\" style=\"text-align: justify;\">CREES considera que con la modificaci\u00f3n de las exenciones tributarias, sugerida por la misi\u00f3n, no ser\u00eda mucho lo que las autoridades podr\u00edan recaudar<\/h4>\n<p style=\"text-align: justify;\">Miguel Collado, vicepresidente ejecutivo del CREES, advierte que los planteamientos hechos por la misi\u00f3n del Fondo Monetario Internacional (FMI), que recientemente visit\u00f3 a Rep\u00fablica Dominicana, abre interrogantes para las familias y empresas del pa\u00eds sobre la reforma tributaria.<\/p>\n<p style=\"text-align: justify;\">Particularmente, Collado cree que con la modificaci\u00f3n de las exenciones tributarias, sugerida por la misi\u00f3n, no ser\u00eda mucho lo que las autoridades podr\u00edan recaudar del \u201cpor lo menos 2% del PIB\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>Collado\u00a0<\/strong>explica que, seg\u00fan las cifras oficiales, citadas por el FMI, las exenciones de ISR a las personas f\u00edsicas representan el 0.076% del PIB y que, \u201cteniendo en cuenta que la anterior medida, por su impacto sobre los hogares, promover\u00eda transacciones informales, queda lejos llegar a la meta establecida, salvo que el objetivo sea incrementar el tramo m\u00e1s alto del impuesto sobre la renta. En tal caso, la elusi\u00f3n ser\u00eda el otro incentivo que se estar\u00eda promoviendo\u201d.<\/p>\n<p style=\"text-align: justify;\">Collado plantea que se debe explicar a las familias \u201cqu\u00e9 porcentaje de los dos puntos de presi\u00f3n tributaria provendr\u00edan de: 1) la inclusi\u00f3n de nuevas personas a tributar al tramo primero que es de 15% y, 2) c\u00f3mo se subir\u00edan los dem\u00e1s tramos que en la actualidad tienen tasas de 20% y 25%\u201d.<\/p>\n<p style=\"text-align: justify;\">Se\u00f1ala que los perceptores m\u00e1s altos de ingresos son los que tienen m\u00e1s incentivo a eludir. \u201cEsos son los que se encuentran en el tramo de la tasa de 25%.<\/p>\n<p style=\"text-align: justify;\">Pasa en todos los pa\u00edses donde se implementan reformas ortodoxas que no van en l\u00ednea con la formaci\u00f3n de ahorros e inversi\u00f3n, aumento de la producci\u00f3n, creaci\u00f3n de empleo e incremento de los ingresos reales\u201d.<\/p>\n<p style=\"text-align: justify;\">Agrega que como el impuesto sobre la renta a personas f\u00edsicas tiene una base tan baja, seg\u00fan los c\u00e1lculos oficiales que usa el FMI, y sus efectos sobre los agentes econ\u00f3micos ser\u00edan contraproducentes y tendr\u00edan incentivos adicionales a evitar la tributaci\u00f3n, \u201c<strong>queda pensar que el principal objetivo de los funcionarios de FMI es que las autoridades se enfoquen en el ITBIS.
