Este monto est\u00e1 compuesto por la deuda del Sector P\u00fablico No Financiero (SPNF), que fue de US$57,587.2 millones, y la deuda del Banco Central de la Rep\u00fablica Dominicana (BCRD), que represent\u00f3 US$16,159.6 millones\ud83d\udcb0. Para ponerlo en perspectiva, la deuda se ha multiplicado aproximadamente 16.6 veces desde el a\u00f1o 2000.<\/p>\n<p style=\"text-align: justify;\">Al mes de diciembre de 2024, la deuda p\u00fablica consolidada se ubic\u00f3 en 59.2% del PIB, de los cuales un 46.3% correspond\u00edan a la deuda del SPNF y los restantes 13.0% a la deuda del BCRD. Esta reducci\u00f3n en la participaci\u00f3n del BCRD respecto al 15.1% registrado en 2023 se explica, en gran medida, por la redenci\u00f3n de t\u00edtulos durante el \u00faltimo trimestre del a\u00f1o, que ascendi\u00f3 a aproximadamente RD$140,000 millones. Esta medida fue parte de su pol\u00edtica monetaria expansiva de final de a\u00f1o 2024. Como resultado, los valores en circulaci\u00f3n del BCRD pasaron de RD$1,035,624.6 millones en enero a RD$885,554.2 millones en diciembre, reflejando una reducci\u00f3n total de RD$150,070.4 millones, equivalente a un 14.5%.<\/p>\n<p style=\"text-align: justify;\">Por su parte, entre diciembre de 2019 y diciembre de 2024 (pr\u00e1cticamente cinco a\u00f1os) la deuda del SPNF experiment\u00f3 un aumento significativo de US$21,644.7 millones, lo que representa un crecimiento del 60.2%. Para poner este incremento en perspectiva, alcanzar una variaci\u00f3n de esta magnitud antes de 2019 tom\u00f3 un periodo de nueve a\u00f1os, desde 2010 hasta 2019.<\/p>\n<p style=\"text-align: justify;\">La situaci\u00f3n de los actuales niveles de deuda p\u00fablica consolidada resalta la necesidad de avanzar en reformas fiscales y estructurales que garanticen la sostenibilidad de las finanzas p\u00fablicas. La elevada proporci\u00f3n de deuda respecto al PIB refleja desaf\u00edos persistentes en la capacidad del Estado para equilibrar sus cuentas. Seg\u00fan el presupuesto de 2024, el gasto en intereses de la deuda p\u00fablica debi\u00f3 haber alcanzado el 25% de los ingresos tributarios\ud83d\udcc8. Para romper con el c\u00edrculo vicioso de que el gasto p\u00fablico persiga los aumentos de ingreso, es fundamental establecer un marco fiscal m\u00e1s s\u00f3lido. Un paso en esta direcci\u00f3n ser\u00eda la eliminaci\u00f3n del p\u00e1rrafo II del Art\u00edculo 5 de la Ley 35-24 de Responsabilidad Fiscal, que actualmente permite eludir la \u00fanica regla fiscal existente y debilita el control del gasto primario. Una reforma integral que aborde estos problemas, mejore el sistema tributario y promueva la productividad podr\u00eda traducirse en m\u00e1s y mejores empleos, as\u00ed como en ingresos m\u00e1s elevados para los dominicanos\ud83d\udcb8.
