Sin embargo, el gasto ha crecido a\u00fan m\u00e1s r\u00e1pido, pasando de US$829.1 millones en 1990 a US$23,726.3 millones en 2024, con una variaci\u00f3n del 2,761%. Este crecimiento del gasto por encima de los ingresos ha sido la principal causa del d\u00e9ficit fiscal recurrente.<\/p>\n<p style=\"text-align: justify;\">Durante la d\u00e9cada de los a\u00f1os 1990, el gasto p\u00fablico se mantuvo en niveles relativamente estables en relaci\u00f3n con los ingresos, cuando incluso se presenciaron super\u00e1vits fiscales; es decir, que hubo mayor responsabilidad fiscal.<\/p>\n<p style=\"text-align: justify;\">Posteriormente, la tendencia del gasto p\u00fablico ha mostrado un crecimiento sostenido, con marcados per\u00edodos de aceleraci\u00f3n. Por ejemplo, en el gr\u00e1fico se puede observar un incremento m\u00e1s pronunciado a partir de 2005 del gasto, que en solo tres a\u00f1os crece un 64.5%. A partir de este a\u00f1o es que el gasto empieza a alejarse significativamente del ingreso, que para 2008 ya alcanzaban 7,240.1 millones de d\u00f3lares.<\/p>\n<p style=\"text-align: justify;\">El principal problema fiscal del pa\u00eds no es la falta de ingresos, sino la expansi\u00f3n del gasto p\u00fablico sin medidas de control efectivas. Desde 2004, se han implementado m\u00faltiples reformas tributarias, pero el gasto ha seguido en aumento, generando un c\u00edrculo vicioso en las finanzas p\u00fablicas, donde cada alza en los ingresos se traduce en m\u00e1s gasto, manteniendo la necesidad constante de nuevos ajustes fiscales. Esto ha incrementado el d\u00e9ficit y llevado la deuda a niveles cada vez m\u00e1s altos.<\/p>\n<p style=\"text-align: justify;\">Si la pol\u00edtica fiscal del pa\u00eds no se ajusta y se contin\u00faa aumentando el gasto p\u00fablico sin control, cualquier reforma tributaria que contemple aumentar los ingresos del Estado resultar\u00eda insuficiente.<\/p>\n<p style=\"text-align: justify;\">As\u00ed mismo surge la necesidad de reformas estructurales entre ellas una tributaria, que permitan la sostenibilidad de las finanzas p\u00fablicas, que fomenten los procesos productivos, que lleven a un mayor empleo productivo y en consecuencia permitan aumentar los ingresos promedio de los dominicanos; y por la cual se reduzcan los incentivos a la informalidad, a la evasi\u00f3n y a la elusi\u00f3n.
