Desde ese pico, la informalidad ha seguido una tendencia a la baja, con ca\u00eddas progresivas en 2022 y 2023. A pesar de esta reducci\u00f3n, m\u00e1s de la mitad de los trabajadores sigue fuera del sistema formal, reflejando que la informalidad contin\u00faa siendo un desaf\u00edo estructural para el mercado laboral.<\/p>\n<p style=\"text-align: justify;\">Por actividad econ\u00f3mica, los sectores con mayor proporci\u00f3n de trabajadores informales en el 2024 fueron agricultura y ganader\u00eda (89.0%), construcci\u00f3n (86.0%) y transporte y comunicaciones (69.0%). Tambi\u00e9n destacan comercio (63.0%) y hoteles, bares y restaurantes (51.0%), sectores que emplean una parte significativa de la fuerza laboral. En contraste, las ramas con menor informalidad fueron electricidad y agua (2.0%), salud y asistencia social (3.0%) y ense\u00f1anza (5.0%).<\/p>\n<p style=\"text-align: justify;\">La informalidad es el reflejo de las legislaciones, las normas y las instituciones que regulan el mercado laboral de la Rep\u00fablica Dominicana. Para muchas empresas y trabajadores, los costos de operar dentro del marco regulado son demasiado altos, lo que los lleva a mantenerse fuera del sistema. Altos costos no laborales como la cesant\u00eda, regulaciones r\u00edgidas como los salarios m\u00ednimos y trabas burocr\u00e1ticas encarecen la contrataci\u00f3n y limitan la capacidad del sector privado para generar empleos productivos en la formalidad.<\/p>\n<p style=\"text-align: justify;\">Para reducir la informalidad de manera efectiva, son necesarias reformas en las reglas fiscales y laborales que reduzcan las distorsiones que desincentivan la contrataci\u00f3n formal y encarecen la producci\u00f3n. Un sistema tributario que solo se enfoca en recaudar sin considerar su impacto en la generaci\u00f3n de empleo seguir\u00e1 empujando a miles de trabajadores a la informalidad.<\/p>\n<p style=\"text-align: justify;\">Los ciudadanos de la Rep\u00fablica Dominicana merecen reformas que transformen los fundamentos de la econom\u00eda.
