Mientras los ingresos fiscales aumentaron 2,528% o, 26 veces, el gasto p\u00fablico ha pasado a ser 29 veces mayor. En otras palabras, aunque el pa\u00eds recauda mucho m\u00e1s que antes, gasta a\u00fan m\u00e1s, lo que ha generado d\u00e9ficits fiscales persistentes.<\/p>\n<p style=\"text-align: justify;\">Para cubrir esa diferencia, el gobierno ha tenido que recurrir al endeudamiento. Pero el problema no es solo cu\u00e1nto se gasta, sino en qu\u00e9 se gasta. El crecimiento del gasto ha sido impulsado principalmente por el gasto corriente, que incluye pagos de n\u00f3mina, subsidios, contrataci\u00f3n de bienes y servicios, y pagos a los intereses de la deuda del Estado. En el periodo analizado, este gasto creci\u00f3 4,993% y en t\u00e9rminos nominales, paso de US$415.2 millones a US$21,150.0 millones. Mientras que el gasto de capital, que representa las inversiones del gobierno en obras, equipos e infraestructuras, creci\u00f3 657% pasando de US$413.9 millones a US$3,133.7 millones en el mismo periodo.<\/p>\n<p style=\"text-align: justify;\">Esto significa que una gran parte de la deuda se ha utilizado para financiar consumo presente. Financiar consumo presente con deuda no es una pol\u00edtica acertada desde una perspectiva financiera. En adici\u00f3n, la deuda se traduce en mayores impuestos futuros, limitando la capacidad de los hogares y las empresas para invertir y generar riqueza.<\/p>\n<p style=\"text-align: justify;\">Este patr\u00f3n ha llevado a una presi\u00f3n creciente sobre la deuda p\u00fablica, reduciendo el espacio fiscal disponible para inversiones en infraestructura. En lugar de aumentar la deuda para sostener el aparato burocr\u00e1tico, se requieren medidas orientadas a reducir, evaluar y mejorar la calidad del gasto p\u00fablico.<\/p>\n<p style=\"text-align: justify;\">No obstante, la inversi\u00f3n de capital no debe recaer \u00fanicamente en el Estado. Es importante que se promueva una mayor participaci\u00f3n de inversi\u00f3n privada proveniente de miembros de la sociedad civil, en donde puedan poner en riesgo su capital bajo contratos y licitaciones transparentes. La experiencia en sectores como la educaci\u00f3n, la salud p\u00fablica y el sector el\u00e9ctrico, evidencian que el control de los servicios p\u00fablicos por parte del Estado no necesariamente se traduce en una mayor calidad ni en menores costos para los ciudadanos.
