Mientras el Producto Interno Bruto (PIB) real se ha multiplicado por 5.3 veces desde 1991, el gasto real del Gobierno central lo ha hecho por 15.8 veces. Esto significa que el sector p\u00fablico ha crecido tres veces m\u00e1s que el tama\u00f1o de la econom\u00eda, a pesar de que el gasto p\u00fablico est\u00e1 contenido dentro del propio PIB.<\/p>\n<p style=\"text-align: justify;\">Este desbalance ha generado d\u00e9ficits fiscales recurrentes que deben ser cubiertos con endeudamiento. De hecho, a partir del a\u00f1o 2001 \u2014cuando el pa\u00eds emiti\u00f3 por primera vez bonos soberanos en los mercados internacionales\u2014 el gasto p\u00fablico comenz\u00f3 a expandirse a un ritmo a\u00fan mayor, facilitado por el acceso al cr\u00e9dito externo.<\/p>\n<p style=\"text-align: justify;\">A lo largo de este per\u00edodo, incluso tras varias reformas\u2014como las tributarias de 2000, 2004, 2005, 2012 y otras\u2014, el gasto no ha sido contenido. En 2001, por ejemplo, creci\u00f3 un 24\u202f%; y en 2006, un 13.4\u202f%, muy por encima del crecimiento del PIB en esos a\u00f1os.<\/p>\n<p style=\"text-align: justify;\">El problema no ha sido la falta de ingresos, sino la ausencia de l\u00edmites al crecimiento del gasto.
