{"id":28157,"date":"2025-05-20T18:59:14","date_gmt":"2025-05-20T18:59:14","guid":{"rendered":"https:\/\/crees.org.do\/?p=28157"},"modified":"2025-05-20T18:59:14","modified_gmt":"2025-05-20T18:59:14","slug":"crees-doce-anos-del-4-para-educacion-confirman-necesidad-urgente-de-reformas-estructurales","status":"publish","type":"post","link":"https:\/\/crees.org.do\/?p=28157","title":{"rendered":"CREES: Doce a\u00f1os del 4% para educaci\u00f3n confirman necesidad urgente de reformas estructurales"},"content":{"rendered":"<p style=\"text-align: justify;\">Autor:\u00a0Manuel Jim\u00e9nez<\/p>\n<p style=\"text-align: justify;\">Fecha: 16 de mayo de 2025<\/p>\n<p style=\"text-align: justify;\">Extra\u00eddo de: <a href=\"https:\/\/lapropuestadigital.com\/crees-doce-anos-del-4-para-educacion-confirman-necesidad-urgente-de-reformas-estructurales\/\">La Propuesta Digital<\/a><\/p>\n<h2 style=\"text-align: justify;\">CREES: Doce a\u00f1os del 4% para educaci\u00f3n confirman necesidad urgente de reformas estructurales<\/h2>\n<p style=\"text-align: justify;\">SANTO DOMINGO, 16 mayo. \u2013 A doce a\u00f1os de la implementaci\u00f3n del 4% del Producto Interno Bruto (PIB) destinado a la educaci\u00f3n preuniversitaria, los resultados evidencian que el incremento del gasto no ha logrado las mejoras esperadas en la calidad del sistema educativo, seg\u00fan advierte el Centro Regional de Estrategias Econ\u00f3micas Sostenibles (CREES).<\/p>\n<p style=\"text-align: justify;\">El organismo record\u00f3 que ya en 2011 el Centro de Desarrollo Internacional de la Universidad de Harvard, en un estudio solicitado por el Gobierno dominicano, advirti\u00f3 que aumentar el gasto en educaci\u00f3n sin reformas estructurales no garantizar\u00eda avances en el aprendizaje.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan el llamado \u201creporte Harvard\u201d, los recursos adicionales tienden a convertirse en insumos como libros, aulas o salarios, sin traducirse necesariamente en un mejor desempe\u00f1o estudiantil. CREES destaca que esta conclusi\u00f3n sigue vigente hoy.<\/p>\n<p style=\"text-align: justify;\">A pesar de la claridad de esa recomendaci\u00f3n, en m\u00e1s de una d\u00e9cada no se han ejecutado transformaciones profundas en el sistema educativo que justifiquen el uso de m\u00e1s de RD$2,065,326 millones \u2014equivalentes a US$40,072 millones\u2014 en educaci\u00f3n, indic\u00f3 CREES. La entidad subraya que la intervenci\u00f3n estatal no ha logrado impactos significativos en los resultados acad\u00e9micos.<\/p>\n<p style=\"text-align: justify;\">Del total invertido, un 59.95% del presupuesto ha sido destinado a remuneraciones, lo que convierte al personal administrativo y docente en los principales beneficiarios del 4%, se\u00f1ala CREES.<\/p>\n<p style=\"text-align: justify;\">Adem\u00e1s, seg\u00fan estad\u00edsticas oficiales del mercado laboral, los trabajadores del sector ense\u00f1anza figuran constantemente entre los que perciben mayores ingresos por hora, junto al sector financiero y de seguros.<\/p>\n<p style=\"text-align: justify;\">CREES explica que este patr\u00f3n responde al fen\u00f3meno conocido como captura de rentas: grupos organizados que, con apoyo o complacencia de las autoridades, se benefician de recursos p\u00fablicos sin que estos se traduzcan en mejoras tangibles para los contribuyentes o los estudiantes. Esta din\u00e1mica, advierte, ha desvirtuado el objetivo original del 4%.<\/p>\n<p style=\"text-align: justify;\">La entidad sostiene que, aunque la educaci\u00f3n es crucial para el desarrollo, su valor solo se justifica si genera beneficios proporcionales al sacrificio fiscal de los ciudadanos. En este sentido, CREES cuestiona la eficiencia del aparato estatal como proveedor de servicios p\u00fablicos, se\u00f1alando que con frecuencia no devuelve en calidad lo que cobra en impuestos.<\/p>\n<p style=\"text-align: justify;\">Finalmente, CREES llama a que la experiencia de estos doce a\u00f1os sirva como lecci\u00f3n. Advierte que sin una reforma que fomente la competencia, la participaci\u00f3n activa de la sociedad civil y opciones diversas para las familias, no ser\u00e1 posible mejorar la calidad educativa. Subraya que esa transformaci\u00f3n ha estado pendiente desde hace al menos cuatro a\u00f1os.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-28151 aligncenter\"
