{"id":28163,"date":"2025-05-20T19:17:23","date_gmt":"2025-05-20T19:17:23","guid":{"rendered":"https:\/\/crees.org.do\/?p=28163"},"modified":"2025-05-20T19:17:23","modified_gmt":"2025-05-20T19:17:23","slug":"crees-59-9-del-4-del-pib-destinado-a-educacion-se-destina-a-remuneraciones","status":"publish","type":"post","link":"https:\/\/crees.org.do\/?p=28163","title":{"rendered":"Crees: 59.9% del 4% del PIB destinado a educaci\u00f3n se destina a remuneraciones"},"content":{"rendered":"<p style=\"text-align: justify;\">Autor: Massiel de Jes\u00fas<\/p>\n<p style=\"text-align: justify;\">Fecha: 20 de mayo de 2025<\/p>\n<p style=\"text-align: justify;\">Extra\u00eddo de: <a href=\"https:\/\/eldinero.com.do\/323808\/crees-59-9-del-4-del-pib-destinado-a-educacion-se-destina-a-remuneraciones\/\">elDinero<\/a><\/p>\n<h2 style=\"text-align: justify;\">Crees: 59.9% del 4% del PIB destinado a educaci\u00f3n se destina a remuneraciones<\/h2>\n<p style=\"text-align: justify;\">A prop\u00f3sito de que se aproxima el cierre del a\u00f1o escolar 2024-2025, que cuenta con 2.5 millones de estudiantes, la\u00a0<strong>educaci\u00f3n p\u00fablica en Rep\u00fablica Dominicana<\/strong>\u00a0ha recibido y gastado, desde 2013, cuando se asign\u00f3 el 4% del\u00a0<strong>producto interno bruto<\/strong>\u00a0(PIB) al presupuesto educativo, hasta el primer semestre de 2024, casi RD$2 billones.<\/p>\n<p style=\"text-align: justify;\">Solo en este a\u00f1o, el presupuesto fue de RD$309,000 millones; sin embargo, el\u00a0<strong>sistema educativo<\/strong>\u00a0contin\u00faa enfrentando\u00a0<strong>problemas estructurales persistentes<\/strong>\u00a0como malas\u00a0<strong>condiciones de infraestructura<\/strong>, deserci\u00f3n escolar, sobrepoblaci\u00f3n en las aulas y una baja calidad en la ense\u00f1anza y el aprendizaje.<\/p>\n<p style=\"text-align: justify;\">Al respecto, el economista\u00a0<strong>Miguel Collado Di Franco<\/strong>, vicepresidente ejecutivo del\u00a0<strong>Centro Regional de Estrategias Econ\u00f3micas Sostenibles<\/strong>\u00a0(Crees), se\u00f1ala que \u201cdoce a\u00f1os despu\u00e9s no se perciben cambios que justifiquen haber gastado RD$2 billones 65,326 millones (o US$40,072 millones)\u201d. Agrega que la intervenci\u00f3n estatal no ha tenido efectos significativos en el desempe\u00f1o de los estudiantes.<\/p>\n<p style=\"text-align: justify;\"><strong>Remuneraciones<\/strong><\/p>\n<p style=\"text-align: justify;\">Collado Di Franco dijo que, de los recursos destinados al presupuesto de educaci\u00f3n b\u00e1sica estatal, el 59.9% se ha dirigido a remuneraciones, es decir, pagos de salarios al personal docente y administrativo.<\/p>\n<p style=\"text-align: justify;\">Dijo que los principales beneficiados por este gasto han sido los empleados del sector educativo, quienes perciben los mayores ingresos por hora en comparaci\u00f3n con otros sectores como la intermediaci\u00f3n financiera y seguros. El estudio del\u00a0<strong>Crees<\/strong>, titulado \u201cDoce a\u00f1os del 4% deber\u00edan motivar a cambios\u201d, advierte que aumentar el gasto no necesariamente llevar\u00e1 a mejores resultados; se requieren reformas profundas para optimizar el uso de los recursos ya disponibles.<\/p>\n<p style=\"text-align: justify;\">Collado Di Franco hace referencia al \u201creporte\u00a0<strong>Harvard<\/strong>\u201d, donde sus autores concluyen que \u201cla raz\u00f3n por la que aumentar el gasto en educaci\u00f3n por s\u00ed solo no garantiza mejoras significativas en la calidad es que mayor gasto implica m\u00e1s insumos (profesores, libros, aulas), pero pocas intervenciones centradas \u00fanicamente en aumentar insumos han tenido un impacto notable en el desempe\u00f1o estudiantil\u201d. Los autores enfatizan que es crucial reformular el sistema educativo para lograr mejores resultados incluso con los recursos actuales.<\/p>\n<p style=\"text-align: justify;\">El economista sostiene que es natural que ante la disponibilidad de tantos recursos las autoridades busquen maneras de gastarlos. Sin embargo, advierte que estos fondos, aportados por los contribuyentes, han sido aprovechados por un grupo mejor organizado que los padres de los estudiantes. \u201cCuando un grupo de la sociedad tiene incentivos para organizarse en b\u00fasqueda de rentas, con la complacencia de las autoridades, lo har\u00e1. Es algo estudiado y constatado\u201d, argumenta el economista.<\/p>\n<p style=\"text-align: justify;\">Collado Di Franco enfatiza la importancia de la escolaridad, siempre y cuando sus resultados superen el sacrificio realizado por los individuos para financiar el sistema educativo. Critica que los ministerios y entidades estatales distan de ser proveedores confiables en cuanto al valor recibido por los ciudadanos en comparaci\u00f3n con lo que estos aportan al fisco.<\/p>\n<p style=\"text-align: justify;\">\u201cLa sociedad dominicana deber\u00eda haber aprendido de esta experiencia: m\u00e1s recursos no garantizan mejores resultados sin un cambio real\u201d, subraya, recordando que desde hace cuatro a\u00f1os est\u00e1 pendiente una reforma a la calidad educativa.<\/p>\n<p style=\"text-align: justify;\">No obstante, considera necesario establecer una estructura que introduzca mayor competencia en el sistema educativo para ofrecer a los padres opciones diferentes y fomentar una mayor participaci\u00f3n de la sociedad civil en este proceso.<\/p>\n<p
