En segundo lugar se ubican otras transferencias y subsidios con 21.8%, seguidas del pago de intereses de la deuda, que alcanzar\u00eda 20.0% del gasto p\u00fablico proyectado.<\/p>\n<p style=\"text-align: justify;\">En conjunto, estos tres componentes concentrar\u00edan m\u00e1s de seis de cada diez pesos gastados por el Gobierno, lo que evidencia una estructura de gasto fuertemente atada a compromisos corrientes y de limitada flexibilidad. Los gastos de capital, por su parte, representar\u00edan el 13.3%, lo que sugiere que una porci\u00f3n relativamente peque\u00f1a del presupuesto se orienta a la creaci\u00f3n de infraestructura o activos.<\/p>\n<p style=\"text-align: justify;\">Por su parte las transferencias al sector el\u00e9ctrico continuar\u00edan siendo elevadas \u20145.2% del gasto total\u2014, destinadas a cubrir p\u00e9rdidas y subsidios que no han resuelto las ineficiencias del sistema. Estos recursos representan una carga recurrente en las finanzas p\u00fablicas, es decir, para el contribuyente.<\/p>\n<p style=\"text-align: justify;\">De aprobarse el proyecto, el patr\u00f3n de gasto muestra la necesidad de avanzar hacia una gesti\u00f3n m\u00e1s prudente y sostenible de las finanzas p\u00fablicas, orientada a contener el gasto corriente, revisar los subsidios y transferencias y priorizar la eficiencia en el uso de los recursos. Solo as\u00ed podr\u00e1n crearse las condiciones para un crecimiento basado en la inversi\u00f3n, la productividad y el ahorro privado, y no en el aumento permanente del gasto estatal.<\/p>\n<div
